Well, sort of.  David Hambling of Wired’s Danger Room tells us that the Pentagon has field tested a “Plasma Knife” which can cut through flesh using a concentration of ionized gas.  The knife has two advantages: 1) it is more effective at cauterizing wounds, and 2) it can be used to make surgical cuts in the field, cauterizing the wound as it goes–a huge bonus when conducting surgery in remote locales.  Soldiers may not be able to use the Plasma Knife in combat situations, but it’s existence could further reduce deaths related to battlefield injuries, which is pretty cool in and of itself.
